Troubleshooting: VIC: NAT00030 - Program (Course) - Validation Errors

The NAT00030 file contains details of your Qualification and Course details (called Programs in the national standard). Almost all of these errors can be fixed by confirming the details in the appropriate Qualification Manager wizard (found in Manage > Qualifications) are valid, and that the details match those advised on www.training.gov.au).

If you utilise Parent Qualifications ('Report this qualification as' within the Qualification Wizard) you may need to make changes to the Parent Qualification to resolve an issue.

Error Code and Description

Suggested Resolution

30008: If the Qualification/Course Recognition  Id is 11, the Qualification/Course Level of Education Id must be within the range 211 to 621.

Check the Qualification settings, (Manage, Qualifications). This error indicates that on the second page of the wizard, you have selected the Recognition Status as “Nationally accredited qualification specified in a national training package”, but the Level of Education you have chosen is incorrect for this option. The valid Levels of Education in this case are anything with a Code between 211 and 621.

30010: The ANZSCO Identifier must be valid (ie; match an ANZSCO Identifier from the master list which is based on the Australian and New Zealand Standard Classification of Occupations which is available from the ABS website www.abs.gov.au)

Start by using the ‘Update AVETMISS Fields’ option under the Utility menu, to make sure you have the latest list. Then edit the Qualification settings (Manage, Qualifications), and ensure the ANZSCO (on the second page of the Qualification Wizard), matches www.training.gov.au.

30011: If the VET Flag in the Course (NAT00030) file is set to 'N', the ANZSCO Identifier must be set to 'NONVET'

If you have unticked the ‘Yes is a VET based Qualification/Course’ ie. for non-accredited courses, then the ANZSCO on the second page of the wizard must be set to code ‘NONVET’.

30015: If Qualification/Course Recognition Identifier = 14, Nominal Hours in the Course (NAT00030) file, must not equal 0000

If your Qualification/Course is set to type ‘Other Courses’, ensure that you have set the hours on the first page of the wizard (against Victoria).

30016: The Qualification/Course Level of Education Identifier must not be blank.

Check the level of education on the second page of the Qualification Wizard (via Manage Qualifications)

30017: The Qualification/Course Recognition Identifier must not be blank.

Check the Qualification/Course recognition status on the second page of the Qualification Wizard. This should match what is on www.training.gov.au. If the course does not appear on www.training.gov.au, the Recognition Status should normally be either ‘14’ or ‘16’

30018: The Qualification/Course Id and Qualification/Course Recognition Id must be consistent. The Qualification/Course Recognition Id indicates this course is your RTO's local course but the Qualfication/Course Id matches a nationally recognised qualification or course.

Check the Qualification Manager. If you have setup your own Course, the Qualification Code must not already exist on www.training.gov.au. Try changing your Qualification Code. Alternatively, you have the incorrect Recognition Status set, for a nationally accredited qualification.

30019: The Qualification/Course Level of Education Id is not appropriate for the Qualification/Course Recognition Id which indicates that this is a local RTO course.

Check the Qualification Manager. If you have created your own Course (with Recognition Status ‘14’ or ‘16’) then the Level of Education should be one of ‘912’,’991’,’992’,’999’

30020:  The ANZSCO Identifier cannot be  ‘NONVET’ if the VET Flag in the Course (NAT00030) file is set to ‘Y’.

Check the Qualification Manager. On the first page, make sure the ‘Yes is a VET based Qualification/Course’ option is correct. If it is, then on the second page, the ANZSCO cannot be ‘NONVET’.

30021: Qualification/Course Recognition Identifier must be 13 when the Qualification/Course Identifier is a Skill Set in TGA.

Check the Qualification Code and Recognition Status on the second page of the  Qualification Manager matches www.training.gov.au

30022: The Qualification/Course Identifier must be a recognised Skill Set in TGA when the Qualification/Course Recognition Identifier is "13".

Check the Qualification Code and Recognition Status on the second page of the  Qualification Manager matches www.training.gov.au

30023: For Skillsets the Qualification/Course Level of Education Identifier must be 991.

Check the Recognition Status and Level of Education on the second page of the  Qualification Manager

303401: Qualification/Course nominal hours should be between 0 and 9999 hours.

Check the hours (against Victoria) in the Qualification Manager. If the hours look correct, try typing in ‘0’, clicking Next through to Finish, and then edit the Qualification again, re-entering the correct value.

303725: Qualification/Course Field of Education Identifier must be valid.

Check the Field of Education on the second page of the Qualification manager matches www.training.gov.au. Also try updating your AVETMISS values by going to the Utility menu, and selecting ‘Update AVETMISS fields’.

303830: ANZSCO Id must not be blank.

Check the ANZSCO identifier on the second page of the Qualification Wizard matches www.training.gov.au.

303848: If Qualification/Course Recognition Identifier = 14 then the Qualification/Course Level of Education Identifier must be in the range 611-999

Check the Recognition Status and Level of Education on the second page of the Qualification Manager. If this is your own course, the Level of Education code must start with a 9.

303851: Qualification/Course Level of Education Identifier is less than 621, indicating the course is a VET course, but the VET Flag is not 'Y'.

Check the ‘Yes is a VET based Qualification/Course’ tick box on the first page of the Qualification Manager, as well as the Level of Education on the second page.

303999: The Field of Education reported must match a value in ASCED classification available on the ABS website.

Check that the Field of Education on the second page matches www.training.gov.au. You might also need to go the Utility menu, and run the ‘Update AVETMISS values’ tool, to make sure you have the latest values in your database.

304501: All Qualification/Course Identifiers in the NAT00030 must also exist in the Enrolment (NAT00120) and/or the Qualification Completed (NAT00130) file.

VETtrak should not allow mismatched records between the NAT30 and NAT120 files - you may require to do a fresh export of your NAT files (to a new folder to avoid any issues with the TXT files not updating) and resubmit for validation.

304511: Courses reported with Qualification Recognition Identifier 11 or 12 must exist on the register of nationally recognised training.  training.gov.au provides details of nationally endorsed Training Packages (Qualification/Course Recognition Id code 11) or nationally accredited Courses (Qualification/Course Recognition Id code 12).

Check the Qualification Code and Recognition Status (1st and 2nd page of the Qualification Manager), match www.training.gov.au.

 

304515: If Qualification/Course Recognition Identifier is 11 or 12 then VET Flag must be "Y".

Check the ‘Yes is a VET based Qualification/Course’ tick box on the first page of the Qualification Manager, as well as the Recognition Status on the second page.

304617: Qualification completion records should only be reported in the NAT00130 for courses that have VET Flag = "Y".

Check the ‘Yes is a VET based Qualification/Course’ tick box on the first page of the Qualification Manager is correct. Alternatively, you may have created a ‘Certificate’ level award for one of your internal courses.
